It would be excusable if he was merely mistaken about his ideas of how to proceed against the disease, but the Woodward interview reveals that he was not confused, he knew it was deadly and he knew that measures needed to be taken. Even if he did not know what measures to take, he is provided with the worlds best minds to consult with. His refusal to institute national protocols, rather than the hodgepodge of state stewardship, is an action or inaction that led to and increased the disease spread and the number of deaths, therefore.
