State and local governments are cash strapped owing to the unprecedented fall in real estate values. Trillions of dollars in lost real estate values and rising pension costs are making it impossible for States and local governments to fully implement covid inoculation protocols as they would like. A national set of protocols is needed so that the nation is all on the same page. Also we need to innoculate Judges and court personnel, as well as persons arrested but not convicted. An arrest should not be a death warrant and court and law enforcement personnel's interaction with the public is as critical as the needs of medical personnel, so that must be looked at.
