Additionally: The President is surrounded by lawyers,  so when it
came to the question of what he could or couldn't take with him
his lawyers and knowledgeable staff members would have opinions
to voice and he would therefore have to countermand them. 
Someone would say: "We can't take those documents!" Then
Trump would have to say; "Take them!" So the question becomes:
Who was in charge of what and when and where?  Obviously,
he didn't take other government property like statues and other
things that didn't belong to him, he didn't take the desk or chairs
or rugs and lamps.  He didn't take paintings or innumerable other
things from the White House, he took top-secret documents and
so that is very telling because there was discrimination about what
to take or leave, but that did not extend to criminal takings.
