When you're spending the same resources on a guy who steals a loaf of bread as you do on a serious and/or repeat offender, you are undermining your own efforts to obtain respect for the system of law. What you want is smart enforcement, not irrational enforcement. It's the inequity/unfairness of the system that makes the likes of a "Godfather" such a folk hero.
