Apparently, Russian soldiers will not accept orders to mow down grandmothers. Killing peaceful civilians is not the purpose for which a military is operationally deployed. Like back when the Soviet Union fell, the military once again is not going to follow orders which they feel are illegal acts of war/crimes. For example, no soldiers of any country are likely to accept orders to assault a maternity ward.
