Ah so, paranoia is the secret of Putin's 50 meter tables (lol). Apparently, the cold shoulders he's been getting are giving him a clue that he might soon be "Cesared", so to belay that possibility he's decided to make Ukraine and offer to withdraw on a paltry few weak conditions that they're more likely than not to accept. His offer reveals that he feels he's likely to lose Crimea sometime soon.
