I have no idea how many people have noticed that dictatorships do not have law books. The reason for this is that written law or statute could interfere with the dictator's ability to do whatever he or she wanted to do at some moment in time. To avoid this problem they do not have law libraries or even less law books at all. Dictators need to preserve their ability to make up "law" on the fly, make it to be whatever they want or need it to be at any given time.
