Military personnel are and must be, required to kill. Mis-issued orders come down a chain where not every individual is qualified to assess those orders but are responsible to see them carried out. The military personnel must not be made amenable to arguing/challenging orders/situations via good and sufficient education or the entire chain of command becomes an ungovernable morass of a chaotic quagmire unable to prosecute any mission they're given.
