Eastman may not have been under oath when he issued these official but untrue opinions, but he was giving legal opinions that were meant to be of serious consequence whether they were followed or not. His conflicted statements are called lies and when people of sufficient stature/status are caught telling/asserting bald-faced lies, it means that they lack good and sufficient ethical fibre to hold any position of trust or license so to do.
