These places are attractive to really big developers and perhaps foreign nationals looking to launder funds with various projects that won't attract attention, pool halls, laundromats, etc., it has happened in the Bronx N.Y. and other places where there are cheap buildings and land. In today's world where business is done online, you can't ask for cheaper space when all you need is shipping and an internet connection to make sales.
