New details emerge about investigation into Giuliani

Giuliani was indiscreet in his meddling in American foreign policy and now his indiscretion is bearing fruit.  As a lawyer Rudolph should know that no one is claiming that he had made a contract to act on behalf of foreigners, he needs to remember (if he can) the meaning of "ex facto", or "without portfolio".  Poor Rudy has lost his mind and needs to be institutionalized.
