The problem that the Cares benefit solved to some extent was STRESS. The stress of going broke and having to seek assistance, for people who are used to earning their way, is debilitating. The stress of being rent insecure, behind in utility payments, and unable to maintain their usual social routines, is something akin to PTSD and can actually alter one's behavior can alter perceptions and performance long term.
