Although these numbers do not have to be the actual numbers, because they're subject to revision at anytime, they do mean that anyone suffering financial difficulties; like debt and rent/utility arrears, you are unlikely to receive any further assistance. Many people, because of this are going to suffer such instability they may be unable to hold onto their jobs, while many businesses that have reopened, may not be able to survive and will, eventually, have to close. This is one unholy mess and I sure hope these figures aren't the results of "cooking", because, unlike other times when the economy is running regular, these figures will mean no more assistance.
