How a conspiracy theory ended up in Trump's tweet

How do people believe that people peddling wild theories would not try to conceal their identities?  Do you think that when Russia establishes a "news"/propaganda outfit in America, they would want to announce up front that they're Russian?  Do you think Klan murders will openly announce that they're Klansmen?  They lie to conceal their true motives, expect it.
