Opening won't matter much if customers stay at home. Businesses that open will increase their "burn rates", while a lack of customers ensures unprofitable operations. Meanwhile, with the "pressure" of staying closed off, the chance or need of assistance will wane even as businesses slowly fail. Americans not being "on the same page" with one another anymore, is leading to a confusing array of "solutions" that will actually solve no problems at all. We didn't used to be like this, we used to stick together and try to ensure equal treatment for all, or at least the most help for those in greatest need. Now that's all been broken by this "me, me, me" generational thinking and it's going to destroy everything because it's impossible to work with all the variables all these divisions create.
