The policy was painful but the exercise was terrorizing.  No young black man or child could walk the streets without fear of a police encounter that could result in a serious tragedy.  No one should have to live like that.  Just imagine you had to have papers to go anywhere and there were police and soldiers on the streets to inspect your papers at every corner.  They could hold you for half and hour or more at each inspection and the consequence of complaint would anger them and risk serious harm and arrest.
