The House Sargent at Arms is not a law enforcement agent, s/he is the political enforcement arm of the House of Representatives! As such, he can do what no law enforcement agent or agency can do, and that is to arrest a congress person even while congress is in session and/or on the floor of the House, where their immunity would otherwise prevent their arrest or detention. The Sargent at Arms is answerable only to the committee that calls upon him/her for the service and, of course, the Congressional body involved.
