There had to be more going on than just a question of legal necessity, after all, the entire email snafu amounted to nothing and would have no impact on a Hillary Presidency since it would ultimately be dismissed yet again. Comey knew there was nothing there, nothing "at the end of the rainbow" so why use the matter to interfere with the election? Answer is, like everything else going on in American politics, peopel behind the scenes are manipulating everyone out front.
The 911 story has been shredded, so if we didn't get a lunkheaded president to capture everyone's attention, we just might all arrive on the same page and actually do something. Instead we continue our blind march to the cliffs.
