Barr's laughing remark; "History is written by the victors", suggest he doesn't intend to be beaten. My guess is he believes that Trump will be re-elected, either by hook or by crook. The possiblity of a mail in vote suggests that Trump is relying on a computer hack to keep him in office. I guess that's why he gave Barr high clearance to oversee the CIA, meaning that he can look in and see what protections they might be making to thwart foreign interference and probably short circut them.
